Long ago, the brilliant Richard Fenno documented the difficulties members of Congress had when trying to ascertain how constituents felt about public policy problems before casting votes on important issues. Even if there is awareness of bias in their cognitive schemata, it is becoming increasingly crucial for leaders to breakout of information silos which tend to echo partisan talking points and amplify disinformation. Thoughtful deliberation is urgently needed as our nation grapples with these senseless mass shootings in Buffalo and Uvalde. Professor Swigger's research helps us to understand today's polarization and what leaders can do to overcome gridlock.
